Richard Khoo graduated from the Leeds Metropolitan University, England and was called to the Malaysian Bar in 1995. He joined SKRINE as a Partner in July 2015.

He is actively involved in advising, structuring, negotiating, drafting and documenting complex and interdependent agreements for various construction, infrastructure and engineering projects from tender submission to financial close. This includes tender documents, power purchase agreements, engineering, procurement and construction agreements, operation and maintenance agreements, fuel supply agreements, equipment supply agreements, dredging agreements and joint venture and shareholders agreements. He also advises on project implementation and claims.

In addition to his involvement in construction, infrastructure and engineering projects, he has led and concluded mergers and acquisitions transactions for Japanese companies structured on an asset purchase and acquisition exercise. He has also conducted litigation and advised on contentious contractual, commercial and construction disputes, including instructing senior counsel.

Construction & Engineering

  • Currently advising the developer of a major highway project in the state of Sarawak, Malaysia on the tender process for the appointment of contractors and drafting the construction agreements.
  • Advised, drafted, negotiated and finalised the project agreement, construction agreement and consultancy agreements for the development of an educational centre in Kuala Lumpur, Malaysia.
  • Advised an American company on the drafting of agreements in relation to the engineering, procurement and construction of an industrial biotechnology facility in Johor.
  • Advised an Italian company on the tender process for the appointment of contractors and drafted agreements in relation to demolition and renovation works of a warehouse in Negeri Sembilan.
  • Advised the developer of the headquarters of several governmental bodies (part of the Multimedia Super Corridor) in Cyberjaya, Selangor, on the drafting of the construction agreements.
  • Advised in the following Power Plant projects:
    1. Connaught Bridge Redevelopment Project – 384 MW, Selangor
    2. Kimanis IPP (Gas) - 300 MW, Sabah
    3. Miri Power Station (Renewable Energy) - 150 MW, Sarawak
    4. Janamanjung IPP (Coal) - 1,000 MW, Perak (Unit 4)
    5. Janamanjung IPP (Coal) - 2,100 MW, Perak (Units 1,2 & 3)
    6. Sepangar Bay IPP (Gas) - 100 MW, Sabah
    7. Sandakan (Diesel) - 60 MW, Sabah
    in respect of the Power Purchase Agreements, the Engineering, Procurement and Construction Contracts, the Operations and Maintenance Agreements, the Fuel Supply Agreements and other ancillary agreements in relation thereto.
  • Advised on and drafted the construction agreements for the following Cement Plants projects:
    1. Cement Plant with a production capacity of 5,000 metric tons per day in Bahau, Negeri Sembilan
    2. Cement Plant with a production capacity of 3,200 metric tons per day in Kampot, Cambodia
  • Advised in the development of an Electricity Distribution System at Tun Razak Exchange (TRX Development), Kuala Lumpur.
  • Advised in the Dredging and Reclamation Works at Manjung, Perak.
  • Assisted in the development of a District Cooling Plant at KLIA-2, Sepang, Selangor in relation to the concession agreement for the supply of cooling energy and drafting the Engineering, Procurement and Construction Contract.
  • Advised in the development of an Integrated Commercial, Residential and Resort Project – Umm Al Quwain, United Arab Emirates

Acquisitions, Mergers & Takeovers

  • Acted for a Japanese company for the acquisition of a Malaysian switchgear company.
  • Acted for a Japanese company for the mergers and acquisition of a Malaysian medical imaging equipment distribution company and advised on issues in relation to the Medical Devices Act, 2012.

Dispute Resolution

  • Acted for Government Linked Companies in relation to applications for injunctions in relation to contractual disputes.
  • Acted for an Indian oil and gas company in civil and appeal proceedings in the High Court, Court of Appeal and Federal Court of Malaysia regarding an arbitration award which was issued in Malaysia for disputes arising from a Production Sharing Agreement.
  • Acted in several arbitration and court proceedings in relation to claims and disputes arising from the construction of a hotel in Kuala Lumpur and other construction projects in Malaysia.
